I reside at Pickering Brook in the Darling
Range and I have cause to use Tonkin Highway and Roe Highway on a regular basis. Nearly every time I use either or both of
these roads I observe numerous offences being committed against Regulation
113. These offences are so blatant
and prevalent that it is obvious that no effort is being made by the police
service to enforce this rule. It is not
uncommon to observe motorists enter these roads when traffic is extremely light
and move immediately to the right hand lane and remain there until either they
leave the freeway or my observations cease.
I have asked a number of people (about 20) about this
rule. The only people that have known
about the 90 km/hr rule have been police officers. Everyone else has told me that the keep left
rule applies at all speeds or not at all.
While my survey was not scientific and the sample was far to small to
draw any definitive conclusions, it suggests widespread ignorance of the rule.
